Consultancy Services for Inventorization and Multi-Hazard and Earthquake Retrofit Evaluation of the Cultural Heritage Buildings in Istanbul under the Responsibility of the Ministry of Culture and Tourism (Ref: CB 4.1)

 The Republic of Türkiye has received a loan from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this loan to payments under the contract for Procurement of “Consultancy Services for Inventorization and Multi-hazard and Earthquake Performance Assessment of the Cultural Heritage Buildings in Istanbul” which will be implemented by Istanbul Directorate of Surveying and Monuments.

 The consultancy services will include: 

a.      The system and infrastructural hardware and software requirements for an optimum GIS or an alternative database/inventory and mapping system, providing and supporting for spatial and feature based query of the historical assets, meeting the current and future requirements of the Ministry of Culture and Tourism Central Units and Istanbul Directorate of Surveying and Monuments, facilitating communication between the Ministry’s central and local units shall be identified.

b.      Available data on all historical/ cultural buildings in Istanbul under the jurisdiction of Ministry of Culture and Tourism will be collected, compiled, homogenized and organized in the delineated GIS or alternative database, inventory, mapping system with all relevant geographic, geologic, architectural, and building material properties of historical buildings, previous earthquake damages, structural and architectural drawing information and other relevant parameters.

c.       An earthquake retrofit evaluation scheme based on the earthquake performance level (determined through visual surveys and simple analyses and tests) of the structures in the inventory will be developed and implemented aiming at designation of buildings that are in a structurally most dangerous state with respect to earthquake performance.

The technical team performing the duties within this framework, should comprise civil engineers, earthquake engineers, architects (with conservation and restoration knowledge), historian and/or art historian (with Ottoman Turkish knowledge) having necessary knowledge and experience in investigating and retrofitting cultural buildings. In this respect, Consultants having experience in GIS and database / inventory development has to collect and process data for assets of cultural and historical value. Since the project is an earthquake preparedness project, considering the emergency nature of this project, the Consultant should carefully examine the selected structures and organize the sufficient number of group, which consists of qualified personnel for the assessment of the structures.

The envisioned implementation period is 9 months.

Istanbul Directorate of Surveying and Monuments now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (such as brochures, description and references from previous clients on the similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)

Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
